The Public Security Police, "Grace," is composed solely of women who have pledged eternal loyalty to the Empress, and they govern the city through fear and violence, with the gendarmerie "Nightmare Raven" at the top. Nightmare Raven and the men in the slums clash day and night, while the powerless people can only hide in the corners of the city, waiting for the violence to pass. Into this Astraea rides a man on a pitch-black motorcycle. His name is Kamui.
